VETERAN SUPPORT | FRIENDS OF VETERANS

Provides funding which includes assistance for utility shut-offs, security deposits, back rent, fuel assistance, car repairs for vehicles needed for work and/or medical appointments and livability-related home repairs for veterans who are homeowners. Other services include individual advocacy, information about other service providers, connecting combat veterans with PTSD to services, as well as helping to obtain a service animal.

Provides assistance to those in crisis due to an unexpected emergency with direct financial assistance for utility bills. Also offers information and support services. The Castleton Cares office is in the basement of the Federated Church via the rear entrance.

JUMP SERVICES | JOINT URBAN MINISTRY PROJECT

Offers assistance on a first come/first served basis. Helps to meet basic needs ranging from groceries, utilities, gas and bus vouchers, thrift shop and laundromat vouchers, and hygiene items. Provides choice of 50 dollar food card voucher/support for groceries (including drug store at Hannaford and City Market), bus passes, gas vouchers (Must have current driver's license and registration) OR 75 dollar utility payment assistance. And, if needed, thrift store vouchers and laundry vouchers. Referrals are also provided to other agencies that administer to needs beyond the specific services offered by JUMP. Due to limited resources, JUMP DOES NOT provide back rent assistance, housing deposits, housing, bus tickets, gas cards, cell phones, auto repair, sober housing fees, drug addiction treatment fees, or employment. Provides choice of food vouchers to Hannaford or City Market OR payment for utility bill; payment will be directly to utility company. Also offers bus passes, gas vouchers ONLY at Mobil/Handy's in South Winooski, vouchers for laundry either at Grier's in South Burlington or Clothes Quarters in Winooski. In addition, provides vouchers/cards to two thrift shops: the Possibility Shop and Every Monday Thrift Shop. Funding for financial assistance is limited. No cash assistance is provided.

Heating Fuel Payment Assistance

PUBLIC UTILITY COMMISSION | VERMONT PUBLIC UTILITY COMMISSION

Serves as the decision-making authority in utility regulatory cases. Consumers may file utility complaints directly with the Public Utility Commission (PUC). More often, the PUC becomes involved in resolving consumer disputes after a formal complaint is filed and a contested case proceeding. The commission also has the ability to order a moratorium on utility shut-offs in case of disasters. Staff may not always be avaialbe In Person, but may be contacted via Email and Telephone. Consumers should file complaints in the ePUC system through the website. While consumers may file utility complaints directly with the PUC, it strongly encourages consumers to contact the Vermont Department of Public Service (PSD) for dispute resolution first, as its Consumer Affairs and Public Information division (CAPI) is dedicated to assisting consumers with utility-related issues. PUC does not provide direct financial assistance for bill payment. Most public information sessions, hearings, scheduling conferences, status conferences, oral arguments, and workshops are held remotely.

Provides information and referrals for community, regional, and state services. The program also offers transportation to medical appointments, friendly visiting, medical equipment loans, assistance with minor home repairs and household chores, community programs on wellness issues and other topics, and an emergency fuel fund. All services are performed by volunteers.

Provides discounted Internet service for families, students, and other individuals living in the service districts who meet eligibility requirements.

LIFELINE PHONE/INTERNET SERVICE CREDIT | VERMONT DEPARTMENT OF PUBLIC SERVICE

Helps low-income households maintain telephone or internet services through a discount on monthly services. List of participating companies are on the website. Individuals may request applications through the website or by mail. Not all phone or internet companies participate. Vermonters on some pharmacy-only assistance also may not qualify. Only one Lifeline discount per household. Select tracphones (prepaid phones) are being added. It may take up to 3 months for the credit to appear on bills.

CRISIS FUEL AND HOME HEATING FUEL ASSISTANCE | CAPSTONE COMMUNITY ACTION

Works with households to resolve emergencies involving home heat and electrical disconnection notices using programs and funds available and helping with applications. Electric heat assistance is limited to households with primary heat source of electricity or electricity that is essential to keeping other types of heating systems operational. The Wood Warms Program provides two free cords of wood to eligible households that heat entirely with wood or that supplement their primary heat source by burning wood. All payments are sent directly to the fuel supplier. Households may be eligible to receive assistance from more than one program.

Manages a fund used to help certain Vermonters pay for a delivery of heating fuel. Fuel dealers sign up to pledge to make a fuel delivery to one of their customers per winter. The fund pays back the dealer for half of the delivery. Any Vermonter can donate to the fund. Neighbors and friends can nominate someone to receive the free delivery.

VT GAS ENERGY ASSISTANCE PROGRAM | VERMONT DEPARTMENT FOR CHILDREN AND FAMILIES - ECONOMIC SERVICES DIVISION

Provides a 20% discount off the monthly natural gas bill (except for the line item charge related to funding the low income program itself). Once enrolled in the program, you must call to report any changes to household income or household members — within 10 business days. Failure to report changes will make you ineligible for the program and may result in legal action against you for discounts improperly received.
