Application process

By Telephone; GMP customers MUST contact Capstone as soon as they receive the disconnect notice and make arrangements BEFORE the first possible shut-off notice date (found on disconnect notice); May be applied for once per calendar year

Eligibility

200% of Poverty Level and customer served by GMP; Community Action agencies determine eligibility; Persons already on the GMP Energy Assistance Program (EAP) are not eligible

Capstone Community Action is a regional community action agency that provides a continuum of case management services, advocacy and assistance to help move families, in over 56 towns located primarily in Washington, Lamoille and Orange Counties, from anti-poverty to self-sufficiency. programs and services include case management and advocacy, Early Head Start/Head Start, food programs, homelessness prevention, transportation assistance, emergency fuel assistance, weatherization information and assistance, small business development, individual development accounts, and tax preparation assistance.
