Issues medical marijuana licenses to protect patients from state criminal penalties for using marijuana to relieve the symptoms or effects of a debilitating medical condition. Also maintains a list of medical dispensaries, as well as a way to submit a complaint about adult-use cannabis establishments.

Services include 24-hour physician staffed emergency room services, diagnostic imaging, general medical and surgical services, lab testing, blood supply services, hospital-based outpatient services, disease specific treatment, pain management, and adult and children's services.
