Reach Up helps with identifying skills, abilities, interests, training or education needs, preparation for work, childcare costs, transportation costs, and work-related costs such as clothing, tools, and supplies. Each person on Reach Up works with a case manager to create a Family Development Plan. Benefits paid through direct deposit or EBT card. Child-Only Reach Up provides cash assistance to help eligible adults care for the minor, dependent children of relatives or family friends. Reach First helps families overcome temporary, short-term financial crises and avoid the need for longer-term assistance, providing case management, financial help, and support services. Reach Ahead helps families transition from Vermont's Reach Up or Post-Secondary Education (PSE) programs to working, with supports to help maintain a job, including cash incentives for working and help paying for car repairs, work clothes, and work supplies, a 100% childcare subsidy, and a cash benefit for food.

Provides loans and/or grants to municipalities, businesses and nonprofit organizations to assist eligible business enterprises. Programs include the Business Development Grant Program, which supports targeted technical assistance, training, and other activities leading to the development or expansion of small and emerging private businesses in rural areas with under 50 employees; the Value Added Producer Program, which helps agricultural businesses and producers expand into new markets and develop new products; and the Rural Energy for America Program, in which rural businesses and agricultural producers are eligible to apply for either energy efficiency or renewable energy project funding.

Provides information about alcohol and drug use, the effects on individuals, families and communities, as well as information to the public about strategies for prevention and early intervention.

Provides financial assistance for basic needs including food cards, assistance with rent or security deposits, and assistance to pay outstanding utility or fuel bills.

Provides telephone and face-to-face crisis intervention services for individuals whose emotional distress may range in severity from difficulty in coping with daily stress to the crisis of a psychotic episode. Enhanced Mobile Crisis Services provide rapid mobile response for individuals experiencing a mental health or substance use disorder crisis. A trained two-person team can meet the individual at home, workplace, or another community setting, providing support and comfort including safety plans, peer support, care coordination and follow up and, if needed, temporary overnight accommodation. Also provides the Front Porch, which accepts walk-ins for individuals in crisis, based in Newport.

Provides a safe, supervised visitation and exchange space for children and their non-custodial parents in a child-friendly, secure location.

Provides primary health care, as well as prevention, diagnosis, and treatment of illness. Services include primary medical care such as physical health examinations, immunizations, acute and chronic health screenings, obstetric care, laboratory testing, and birth control counseling. Provides onsite integrated health services to enhance access to appropriate prevention, treatment, recovery and wellness services and activities. Pediatric primary care is staffed by specialists who are concerned with the physical, emotional and social health of infants, children and adolescents from birth to young adulthood.

Provides fast track medical services to individuals who have minor medical problems that do not require complex diagnostic work, including colds, flu, infections, muscle strains and sprains, cuts, insect stings and bites, rashes and stomachaches. Services include common immunizations, sports and school physicals, lab testing and x-rays.

Offers a victim centered, pre-charge offender program that provides an opportunity to the offender to participate in an out-of-court process that, upon successful completion, will result in no legal charge being brought against them.

Provides a program that empowers Vermonters to lead healthier lives through hands-on nutrition education. The Expanded Food & Nutrition Education Program (EFNEP) is usually a six-session series held in home, school, or community settings. An online nutrition education series, Eat Smart, Move More, is also offered and participants can access lessons at their own pace while receiving one-on-one support from their closest EFNEP Educator via phone calls, zoom meetings, and emails. Topics covered may include meal planning and preparation, food budgeting with a limited income, food safety and preservation, and nutrition tips.

Provides monthly supplemental nutrition assistance benefits to low-income households to purchase food. Households in which any person is younger than 65 access their benefit using a Vermont Express electronic benefits transfer (EBT) debit card. If everyone in a household is 65 or older, or receiving Supplemental Security Income (SSI), benefits are deposited as cash into the recipient's bank account. Expedited benefits are available in emergencies and other specific situations. EBT cards may also be used to buy fresh, local products at certain farmers' markets in Vermont. A list of farmer's markets that can accept EBT cards is available on the website. In addition, 3SquaresVT benefits may be used for seeds and plants that grow fruit and vegetables at any retailer or farmer's market that accepts EBT cards.

Provides tax information and assistance with tax filing preparation and e-filing of federal and state income tax returns, as well as assistance with filing for renters' rebates and homestead declarations at three locations. Also provides services for those filing basic self-employment returns (sole proprietors who do not carry inventory or depreciation).
