The Fund aims to alleviate immediate hardships and aid long-term recovery. Provides loans and/or grants to municipalities and nonprofit organizations to purchase or expand community facilities and equipment, including public services like hospitals, libraries, fire/police stations and schools, water and waste management, and local food systems. Also provides disaster relief funding for communities and organizations impacted by catastrophes. The Vermont Rural Development Montpelier Office is closed until further notice as a result of the July 2023 flood damage. In Person visits are not available at this time. Consult local Rural Development office for more information on specific programs. Program terms, durations, and funds are subject to specific program type and availability. Loans and grants can be used toward installing a frost-resistant pad under a mobile home.

Offers many funding options as well as two types of low interest loans for damages as a result of a Federally declared disaster. The Business Disaster Loan can be used for physical damages and necessary structural improvements.

DISASTER ANIMAL RESPONSE TEAM | VERMONT DISASTER ANIMAL RESPONSE TEAM

Provides resources, advice, and training for responding to animal needs in the event of a disaster. The Guardian Angels DART (GADART) is not legally affiliated with VDART but works in cooperation with the group, covering Franklin and Orleans Counties. Pet owners are encouraged to communicate with their local emergency manager via the Town Clerk for guidance on local response plans.

AGRICULTURE DISASTER RESPONSE SERVICES | VERMONT AGENCY OF AGRICULTURE, FOOD AND MARKETS

Offers disaster preparedness information, and emergency assistance and recovery information for farmers in the recovery phase of natural disasters, and farm-related information regarding water contamination and pesticide exposure. Hotlines may be set up during specific disaster situations and links would be posted in this program. Also provides business disaster loan information for farmers and other agricultural business operators.

EMERGENCY LOANS | CENTER FOR AN AGRICULTURAL ECONOMY, THE

Provides an emergency loan program for people whose farms or food production businesses have suffered a devastating loss due to natural disaster. In the wake of the 2023 flood, VFF has raised its Emergency Loan maximum amount from $10,000 to $15,000. This is a zero-interest loan payable over 36-48 months, with an option to defer payments for up to 12 months.

FARMER EMERGENCY FUND | NOFA-VT

Provides organic farmers with cash flow needed in times of an emergency. Farmers may request up to $5,000 in grants that do not need to be repaid. (The grant maximum can change due to or in response to diffferent disasters.) Support with grant application available. The fund may be used to help replace infrastructure (for example greenhouse, barn, fencing), seed, feed, livestock, equipment and other losses caused by the disaster. It can be used to help pay outstanding farm-related bills and immediate needs (loan and mortgage repayments, etc). The fund is NOT an alternative to insurance and does NOT cover losses that are covered by a successful insurance claim or losses covered by other sources. The fund may NOT be used to cover projected income from crops lost from the disaster.
