Provides consulting and support services for Vermont public libraries, support for statewide library networks, including interlibrary loans, library services for the blind and physically disabled, continuing education for librarians, state government information by telephone and website for the general public, support for general public research needs, including pro se legal, grant and genealogy information, access to historical and current newspapers published in Vermont, and access to historical documents of Vermont state government and the federal government.

Provides coordination of educational materials and resource information for the purpose of expanding the knowledge and understanding of the needs of children being raised by caregivers other than their birth parents, to ensure that all people whose lives have been affected by adoption or guardianship have access to quality support services. Coordinates trainings to all post permanence service providers and facilitates conferences that are held annually for professionals and families. Provides an online educational resource library.

Serves as lead agency for Vermont Coalition of Runaway Youth and Homeless Youth Programs and Statewide Youth Development Program.

Meets monthly to improve services and foster cross-system collaboration among human services agencies, education organizations (including early childhood), the justice system and others to prevent and reduce child abuse and neglect.
