Exercises guardianship on behalf of the Commissioner of the Vermont Department of Disabilities, Aging and Independent Living (DAIL) to protect the well-being, rights, and welfare of people who are determined by the court to be in need of supervision, protection, or assistance, and lack the active assistance of a family member or private guardian. The program also provides Representative Payee Services to persons receiving and managing Social Security or Supplemental Security Income (SSI), whether they are under public guardianship, or as an effective alternative to guardianship. Representative Payee Services will arrange for public benefit checks (usually Social Security or SSI) to be sent to a public agency, nonprofit organization, bank, relative or other individual who has been appointed under federal law to act as a surrogate for recipients in situations where they have a cognitive impairment and are unable to manage their own funds. Note: There is no public guardianship in Vermont for individuals between the ages of 18 and 60 with mental disabilities other than a developmental disability. Petitions are available on the Vermont Judiciary website, or by telephone through the appropriate State's Attorney or Probate Court.

Makes recommendations for home modifications that can include ramps, grab bars, and stair adaptations. Allows for an individual or organization that receives Social Security and/or SSI payments and who cannot manage their own money to name a representative to assist with direct management of their benefits. The Social Security Administration assists individuals in finding a representative payee, as well as manages the application process for individuals and organization looking to become representative payees. When friends and family are not able to serve as payee, the Social Security Administration looks for qualified organizations to be a representative payee.

Provides volunteer workers who complete home repairs at no cost to homeowner twice each year on a first come, first served basis dependent on meeting program requirements and available funding and volunteers. Program focuses on one-day projects including painting, caulking, plumbing, electric, roof repair, step repair and replacement, and access ramps. They are generally unable to service emergency repairs. For faster service, please fill out application found on website. Home repairs occur in the spring and fall. Individuals residing in the home or visiting on the workday who are physically able will work alongside the volunteers.

They may, however, receive assistance through 3SquaresVT or Medicaid.

Provides trained staff with crews of volunteers to work in partnership with low income homeowners to provide urgently needed general carpentry repairs on homes, i.e. roof repair, accessibility ramp construction/installation, and floor repair.
