Provides immediate, in-person intervention services, referrals, resources information, emotional support, and harm reduction information. The Street Outreach Team works in the downtown district and Burlington area to assist people with mental health and substance use treatment needs, homelessness, and other unmet social service needs.

Howard Center is is the designated agency for Chittenden County. It provides acute and long-term care services to people with a wide range of emotional, behavioral, and other mental health issues, substance use disorders, and/or developmental challenges. Services include emergency and crisis intervention services for adults, children, adolescents, and their families; substance use disorder treatment services in Chittenden, Franklin, and Grand Isle Counties; alternative education programs; and community-based developmental services.
