Assists with such needs as personal needs items and emergency dental care (including extractions) for relief of pain, bleeding, and infection. Provides means to return to the state of legal residence for people who are stranded.

Eligibility

Individuals and families who have experienced a catastrophe and, as a result, are unable to provide for their basic needs. In non-catastrophic situations, assistance is available only to certain households. Eligibility is based on low income, assurance that assets have been exhausted (with certain exceptions), and active pursuit of all sources of potential income. In general, the applicant must also be responsible for the care of one or more dependent children, or be elderly or not able-bodied according to GA/EA rules. However, exceptions MAY apply for persons who are experiencing domestic violence, persons whose dwelling is deemed unfit by a housing inspector, or persons whose landlord has created an unfit housing situation by turning off heat or water, for example
