The Vermont Department of Liquor and Lottery is a Vermont state agency that is composed of a Division of Liquor Control and Division of Lottery. The Division of Liquor Control purchases, distributes, and sells distilled spirits through its agency stores, enforces Vermont's alcohol and tobacco statutes, educates licensees, and promotes responsibility, with a strong emphasis on limiting youth access. The Vermont Division of Lottery contributes all proceeds to the Education Fund.
